For many countries tourism is seen as a main instrument for regional development, as it stimulates new economic activities. Tourism may have a positive economic impact on the balance of payments, on employment, on gross income and production, but it may also have negative effects, particularly on the environment. Unplanned and uncontrolled tourism growth can result in such a deterioration of the environment that tourist growth can be compromised. Globalization and neo-liberal policies, including liberalization and privatization, have generated a significant growth of FDI in recent years (Colantonio, 2005; Mohamed & Sidiropoulos, 2010). Despite the increase of globalization in the Tourism industry, there is surprisingly little empirical research on the impact of FDI. Many studies about FDI exist, but only a few analyze the Tourism sector and its implications. According to (Dwyer & Forsyth, 1994), even though FDI plays an important role in the development of world Tourism, the analysis of its impacts has been neglected and has attracted less attention in the literature than what was expected. More and more countries worldwide try to attract FDI to promote their growth.

The oil sector has not only failed us, but it has exposed Nigeria to a lot of ills (Ibeanu, 2008:p8).
