This is so because their compensation is not based on incentive schemes that elicit additional effort of workers sequel to unfriendly government legislation on wages clause and bureaucratic inefficiency. The concept of human relations is used today in organizations to denote a systematic body of knowledge devoted to explaining the behaviour of man in relations to task performance in organization. Onasanya (1990) defines human relations as the relationship between one person and another and a group of people within a community whether at work or social gathering. He went further to state that good human relations between executives and other staff will leads to an understanding which can generate cooperation and hence attainment of organizational productivity.

The study was based on descriptive analysis of the motivational forces in service Industries, the case of PHCN, Uyo.
The chapter is divided into five (5) parts, The first chapter dealt with the general introduction of the research findings, the second chapter dealt with the research finding made in the course of the investigations, the third part dealt with researcher’s recommendation based on investigation while the fourth part will make the conclusion.
Finally the fifth part will provide suggestions for further studies.

Nigerian Labour Law defines the INDUSTRIAL UNION any combination whether temporary or permanent, the principal objectives of which under its constitution are the regulation of the relations between workmen and workmen or between masters and masters or the imposing of restrictive condition on the conduct of any trade or business and the provision of benefit to members (cited in Fajana, 1995: 132). This definition would be seen to incorporate a large variety of organizations and groups under industrial union. Another definition of the concept regards it as, an association of wage or salary earners formed with the object of safe guarding and improving the wage and employment conditions of its members and to raise members’ social status and standards of living in the community (Fajana, 2000).

The research profers an appraisal of neo-classical theory of organization.The neoclassical theory was an attempt at incorporating the behavioral sciences into management thought in order to solve the problems caused by classical theory practices. The premise of this inclusion was based on the idea that the role of management is to use employees to get things done in organizations. Rather than focus on production, structures, or technology, the neoclassical theory was concerned with the employee.

The long term success of an organization is related to its ability to measure how well its employees perform within a predetermined period, and how effectively, it uses that information to ensure that performance meets set standards, and also improves over time (Fisher, Schoenfeldt and Shaw, 2003).
