One of the most pressing issues facing most organizations today is the need to raise employee productivity. There is a widespread belief that productivity improvements can only be achieved through a fundamental reform in the area of employee relations. Changes are thought to be necessary both in the organization and structure of work and in the way in which employees are trained, remunerated and motivated. Moreover, it is argued that these changes cannot be separated from the need to overhaul our system of interest representation and dispute resolution. Crime causes economic, health, well being, psychological effects on victims and society at larg. Crime is a serious social problem that directly reduces the quality of the life of individuals and the community (O‘Block et al., 1991:8). Beside, the police are the most visible institution devoted in fighting crime twenty four hour a day and seven days a week. In support of this idea, Morgan states, the primary function of police is concerned with preventing crime and catching criminals (Morgan 1996:1). So the primary function of police is to prevent and detect crime.
The role of community policing in crime prevention is positively received by 75.83 percent respondents and most of replied as crime reduced in Bahil Adarash sub city. The most common challenges in the implementation of community policing crime prevention in Bahil Adarash sub city were; peoples who hides criminals, presence of many illegal chate chewing and other drug use houses, the existence of abundant local and modern liquor houses, anarchic situation in the night clubs, corrupt police officials, insufficient number and lack of trained police force, rural urban migrat
However, the police without the lively involvement of the community face difficulty in tackling crime. Palmiotto (2000) further strengthens the idea by saying, ‘the police cannot succeed in solving or preventing crime without the assistance of the community’. Thus to prevent crime successfully there must be community partnership and involvement.

The Public Officer Protection Act “provide for the protection against actions of persons acting in the execution of public duties”, and commenced as a colonial Ordinance on 21st September 1916. The English Public Authorities Protection Act of 1893 was the source of the public officers protection Act which was applied to Nigeria as a statute of general application until it was repealed by the Public Officers Protection Act 1916.4 The provisions of them Public Officer’s Protection Act are the same with that of the Public Authorities Protection Act of 1893. The idea of limiting the time within which to sue public officers for acts done in the discharge of their public duties or responsibilities predates our colonial history. It dates back to the feudal era in English history when the divine right of the king was in full force.5 Gradually, the king waived his privilege of giving consent to have his officers sued. By the end of the 15th century, the idea that the king’s agent could be held liable was beginning to be recognized. Two hundred years later, the doctrine to the effect that the king’s command affords no immunity to officers of the king developed. High officers of the state and all their subordinates must answer before the ordinary law for any wrong act committed by them. Initially no time limit was required for instituting an action against a public officer but later on, a statute of limitation dealing with common law actions was enacted in 1623.

The chapter is divided into five (5) parts, The first chapter dealt with the general introduction of the research findings, the second chapter dealt with the research finding made in the course of the investigations, the third part dealt with researcher’s recommendation based on investigation while the fourth part will make the conclusion.
Finally the fifth part will provide suggestions for further studies.

NNigeria gained independence from the British Government in 1960. Between 1960 and 2007, she has passed through Military and Civilian governments. The military governments rule with decrees while the civilian governments govern by the constitution and the laws made by the legislature. Both [military or civilian governments] engage in business transaction of which the greater part is the award of contracts (Ezekwesilli, 2004). Before 2007, there was no statutory provision that directly regulate the award of public contracts in Nigeria and the result is that the award of contract becomes an avenue by which the government functionaries reward their friends and cronies and by which they too amass wealth. Most of the rich business men that we have in Nigeria today make their money through contracts that are awarded to them in the past by the governments, whether military or civilian government it is the same (Emeka, 2009).

This study “problems of petroleum products distribution in Nigeria” is basically aimed at finding the cause of incessant shortage of petrol in Enugu. To find out whether the storage facilitates, provided at the depot and by the oil marketing companies are not enough to ensure steady supply.
The study also aims at reviewing the distributive network of the oil marketing companies. Since a production process is said to be incomplete until goods and services are made available to the ultimate consumer.
The study also intends to assess the ability of the oil marketing companies to meet up with emergencies and unpleasant situation like strike action erratic increases in demand etc.

There is a serious concern regarding hospital waste which has not been adequately managed especially in primary health care centers (PATHS, 2005). In most cases there is inadequate training of primary health care workers on hospital waste management practices and nonexistent segregation of hospital waste and risky disposal system.The dumping sites are open and uncontrolled and located in the midst of residential areas. In addition, the waste handling behavior of the people itself is risky. They dispose off their waste as cheaply and as quickly as possible without recourse to the hygienic means of doing it (Malumfashi, Mukhtar, & Adamu, 2011). Therefore, the need arise to find and Train hospital staffs in Gombe state on the best and safest way to dispose hospital wastes.

It called also note from the work of Allen (1998). Who stated that the rapid changes in today’s business environment renders a rigid approach to budgetary control obsolete. It is no longer helpful in his anything up to 15 months previously. He argues that amongst the requirements of a more appropriate system, would be the building in of accountability to explain the differences between actual and planned performance. This demands a more immediate time frame of information reporting. Thus, there is a need to integrate strategic management and budgeting. The works of C. Adams et al (200) called be pointed to this regard. These author, conceptualized that to be effective, budgets must aligned with the organization’s strategies, appropriate strategic planning, and performance management process introduced, and must involve processes that are value based, consequential and continuous.

One of the primary purposes of every government is to improve the welfare of its citizenry. The basic idea of welfarism encompasses all concerted efforts directed towards the betterment and the improvement of the living standard of the people thereby achieving economic development. Nigeria is a country endowed with abundant human, material and natural resources. These vast resources are capable of forming a solid base for socioeconomic development, granted political leadership, good governance and exemplary leadership as well as the development in human skills. Nigeria has a high potential of becoming a great nation.
